How to Restore Your Paypal Account Limitation

Written By: techieDan on April 14, 2010 38 Comments

Are you an eBay user? All of a sudden suddenly your account freeze? Well, here’s what happened once again! A few weeks back, TechieDan has gotten his paypal account access being limited. Thus he can only receive funds but can never do any other transaction with it.

TechieDan finally resolved it by uploading documents which required photo ID and proof of address. Then suddenly after using paypal in the office, paypal account is once again limited. Finally found out the reason. The office is currently using a gateway or a proxy in the middle, thus Paypal detected it as an intrusion to the owner’s account, thus setting the account limitation once again.

Paypal Logo

This time with more serious documents needed to proof one’s ID. Here’s the latest update. A repeat of the previous email was sent again and this time, TechieDan did the same thing he did, uploading the same documents. Problem though, it wasn’t enough, as they now required more than just a driving license.

Here are the documents required this for resolving this matter.

Proof of ID

National Identity Card

Passport

Driving License

Proof of Address

Utility Bill (must correspond to user’s address and name)

Uploaded all, but since TechieDan is staying with his parents, there’s no utility bill under his name. Now what should those who faced the same problem do? Solution is to just find a utility bill of your house (same address as your other proof of ID) and upload it. Do write a short note, stating the reason your name is not the same.

If this still fail, do contact Paypal for more clarification on the matter. Contacted Paypal and this was their reply.

Question, can I send them my photo ID and proof of address without them asking me? I mean, that is not listed in steps to complete to resolve the issue.
    Thanks!

    • techieDan says on: 22 April 2010 at 2:31 am

You don’t need to send to them as long they didn’t ask anything. Records are only kept when they need.

  3. Kahlan says on: 22 April 2010 at 9:48 am

Thanks for the reply techieDan. Follow up question, what do you think is the best thing for me to do? Should I just wait for them to resolve my case or is it ok to call them? Do you know where to contact them for free like hotline number of PayPal.
    Thanks again!

    • techieDan says on: 22 April 2010 at 5:24 pm

      Kahlan,

How long was your case after you tried to resolve it? It might take 3 to 4 days to get a reply from Paypal, give it 4 days and if there’s no action taken, do email them regarding you have already tried resolving it few days earlier. Currently I don’t think there’s any free hotline number for Paypal.

Those from overseas will definitely suffer from long distance call bills if they’re gonna call Paypal though. Best bet is to email them after 3-4 working days

      2) Call Paypal (Skype works).
      3) Key in web pin when requested.

    Hi techieDan,

My account was limited too. How did you contact paypal through email? I’m planning to call them but long distance will be too expensive.
    Thanks.

    • techieDan says on: 19 January 2011 at 11:55 am

      Hello janjerell,

you may contact them using the link and steps they’ve provided. You can refer to this link

      http://techiedan.com/2010/03/18/paypal-limited-access-invoke/

and follow those steps there. I did and then later they would send you an email. From then onwards, you’re able to communicate with them via email. Hope this helps

  7. janjerell says on: 20 January 2011 at 6:34 pm

Thanks TechieDan, I will try it later.

Dear all, Paypal limited my account July 2010, I uploaded ID picture verification at the end of January 2011, Ive called them in April and theyve said that I will be moved to high priority list, nothing has happened since. I am thinking of file a complaint in EU

  9. Swathi Reddy says on: 25 July 2011 at 2:11 pm

thanks for the post my problem solved

  10. richearts says on: 25 July 2011 at 6:00 pm

For me nothing has changed. My account being limited now for over 1 year. Nothing happened, Uploaded ALL the documents half of the year ago. They are still silent. Its a horror.

    • techieDan says on: 28 July 2011 at 2:15 pm

      Hi richearts,

Did you email them? I believe emailing them to ensure there’s a reply would be even substantial. I hope your problems solved. Just ask them what’s your status? Of course, what was the purpose of them limiting your account?

We would all like to hear.

  11. richearts says on: 28 July 2011 at 6:33 pm

Hi, no respond so ever. In March or april, I was told by phone, they moved my case to high priority list. But they were just lieing. No respond on emails, no update of the status. They are really ignorant.

to which e-mail address did you contact paypal? They did not e-mail me anything and so I really need an e-mail add where I can send them my appeal. Thank you very much

    • techieDan says on: 3 December 2011 at 12:30 pm

      Hi there adinfinitum,

A new way has been found to email them. Of course, this post has been around for almost a year so maybe Paypal has changed their contact email policy.

  15. adinfinitum says on: 3 December 2011 at 1:02 pm

Sir can I ask if you know a way to e-mail them? I have the same problem with your problem before. I live with my parents and they are asking for my utility bill. I’ve sent my tuition bill but they did not accept it. Anyways, will they accept a voter’s ID?

    • techieDan says on: 7 December 2011 at 11:19 am

      Hi there,

You may refer to the new updates I have put up here in this post. There is a contact us button on paypal to do that. Also, if you’re living with your parents, you may append the electricity bill or water bill for them to review and state that you are living with your parents. Also do append your SSN or any ID card which has the same address as the utility bill to justify your case.

      • adinfinitum says on: 7 December 2011 at 11:16 pm

Thanks very much techieDan! You were such a great help! your website really helps a lot of people. And as much as possible you really attend to their questions even if its from an article that was written long before. Thanks so much really. More powers to you!

they ask me to send any proof delivery, provide invoices, and supplier contact info. i cant provide all this documents as i am not selling anything on net im jst using of recieving on t… what must i do to gain back my paypal acct.?

    • techieDan says on: 20 January 2012 at 9:29 am

      Hi debz,

Well, you can actually send an email regarding this issue to them. After that you have to provide the receipt for the time your husband put money into it. Well a receipt to acknowledge that he has put it into the account.

This would at least make your case genuine to the guys at paypal.

  18. Linda says on: 21 April 2012 at 1:51 pm

Do you have any recommendations for what happens if there is no utility bill? A friend of mine had her account (with almost $500) in it frozen unless she sends in address verification. Specifically, they want a utility bill and nothing else. PayPal won’t take a lease, bank statement, ID, or anything else (and both their ID and mail goes to a PO box, which PayPal won’t accept).
She lives in an RV park where there’s no lease and no utilities. She’s tried submitting receipts for the rent on the park, but PayPal won’t accept it or proof of insurance showing her location. They want only a utility bill in her name, which doesn’t exist. She’s tried to explain the situation, but they won’t move on it. Any advice is appreciated.

    • Adinfinitum says on: 23 April 2012 at 4:24 pm

Hi. It has been 6 months since my account was frozen. I can still remember I posted a comment on this site. Anyways, I have tried everything from submitting IDs and utility bills. I called Paypal but still they always say that they are attending to the matters..blah blah blah.

Anyways, I’ve learned that Paypal really is like that. They freeze money from random “specimens” and once you have been subject to their evil plans, there is NO WAY you can retrieve your account. I repeat, there is NO OTHER FREAKIN WAY but to hope for the best that they will release it after 6 months. There are legitimate accusations that Paypal is using these money for investments for say 6 months.

SOme get there money after six months, some do not. So, advise your friend to pray, cross his fingers and hope for the best that he can still get his money after 6 months, albeit his account would still be frozen by then.

    • techieDan says on: 24 April 2012 at 12:38 pm

      Hi Linda,

What some people are suggesting, is that if there is any credit card bill, or any kind of bill which states the address. Bank statement should work but the address should coincide with the address you have on paypal.

  19. Momo says on: 25 April 2012 at 2:03 am

I had the account limitation problem too. I reset the password and everything and sent them a picture of my License that has my picture and my address and name. However, I can’t provide any utility bill. Can I still get my account fixed even though it’s the only thing I can provide? And how long will it take for PayPal to view the photo ID?

    • techieDan says on: 8 May 2012 at 2:15 pm

Utility bill can be anything. Your water, electricity, bank statements. You can provide them with these documents. As for how long Paypal will take, that is at Paypal’s discretion. Just perform what you’re supposed to do.

You definitely need to get your account to be off limited. The rest of the documents that does not apply, please email Paypal regarding those that does not apply to you.

For the other documents do upload them in order for Paypal to check your account. Also you must have a valid bank account to be off limited access. A credit card account is the best one though

  22. michael hebron says on: 8 May 2012 at 8:06 pm

Nope, there would not be any reply from them. Only way is to do a follow up on your status by using their contact form.

  23. michael hebron says on: 9 May 2012 at 1:24 pm

    Dear michael gabucan hebron,

Thank you for contacting PayPal with your concern.

You recently contacted us about the status of your PayPal account. Here is some additional information regarding your account:
To help protect sellers, we sometimes review payments to make sure they were authorized by the account holder. While your payment is under review, it will remain unavailable to you, and in your pending PayPal balance. A payment review usually takes 24 hours, although in some cases this timeframe can extend to 48 hours. During this time, we ask you not to ship the item.
If we find that a payment was authorized, we’ll contact you and tell you that it’s okay to ship the item. At that time, the payment will be released from your pending balance and made available to you.
If we find that the payment was not authorized, we will reverse the transaction and the funds will be debited from your pending balance and credited back to the PayPal account it was sent from.
    Sincerely,
    PayPal Account Review Department

this is  their new email how come im not a seller or even a buyer same as my auntie its only a allowance .. so what im gonna do thanks for replying sir

    • techieDan says on: 9 May 2012 at 4:49 pm

This is their standard reply. One thing you can do is reply in a way like saying

“Thank you for your explanation. Will await for the results of this. Thank you”

After that wait for their response, if they felt that something is missing, just follow up with what is missing. Paypal’s kind of straightforward as long follow their strict rules
