Either the server is under maintenance or you didn’t have the previous install files. As mentioned above, it’s only the patch that was posted. For full installation do get the installation files if you’re installing from fresh

Legend card has just been implemented though. The patch is December 9th 2009 for the Legends Patch

extending contract will give LP to certain clubs (i think from where u bought that player/uniform card).
Legends player uniform card (summons back football legends)
etc.. (exploring)
